Academy of Economics D.A. Tsenov – Svishtov, in partnership with the Dolj County Police Inspectorate in Craiova and the Dolj County School Inspectorate in Craiova, is implementing the cross-border Project Cross-Border Youth Safety and Inclusion: Modernizing Training Facilities and Developing a Comprehensive Good Practices Guide (Contract No. 183382/18.08.2025; code: ROBG00251; project acronym: CBYSI), funded under the Interreg VI-A Romania–Bulgaria Programme 2021–2027, during the period August 2025 – February 2027.
The project aims to support the preparation of young people for successful participation in today’s educational and professional environment through the modernization of training infrastructure, the introduction of modern equipment, and the development of joint training programmes by partners from Romania and Bulgaria.
Within the framework of the project, a series of training courses, educational initiatives, and cross-border activities will be organized to foster the development of knowledge, skills, and competences in areas such as self-defence, safe driving, personal finance management, the green economy, personal development, social responsibility, and active civic engagement among young people.
Project activities:
1. Organization of 4 joint workshops for developing the joint training program and the Good Practices Guide For Youth Safety And Conduct.
2. Organization of 6 trainings in the field of Self-Defence and Safe Driving by the beneficiary:
- Course 1 – Self-Defence And Personal Safety Training (IPJ DOLJ);
- Course 2 – Safe Driving For Young Adults (IPJ DOLJ).
3. Organization of 6 trainings in the field of Personal Finance and Green Economy by the partner:
- Course 3 - Sustainable Personal Finance Management (online);
- Course 4 - Green Economy And Corporate Social Responsibility (CSR).
Eligibility Requirements for the Project Target Group
• Students enrolled in Bachelor's and Master's degree programmes at the Academy of Economics D.A. Tsenov – Svishtov.
• ALL MEMBERS OF THE TARGET GROUP must have their place of residence in Veliko Tarnovo District.
Application Deadline: Open call throughout the project implementation period.

Fourth Workshop under Project ROBG00251 CBYSI Held at D. A. Tsenov Academy of Economics – Svishtov
From 26 to 28 May 2026, D. A. Tsenov Academy of Economics – Svishtov hosted the Fourth Workshop under project Cross-Border Youth Safety and Inclusion: Modernizing Training Facilities and Developing a Comprehensive Good Practices Guide (Contract No. 183382/18.08.2025; Project ID: ROBG00251; Acronym: CBYSI), implemented under the INTERREG VI-A Romania–Bulgaria Programme 2021-2027.
The workshop was conducted in partnership with representatives of institutional and educational organizations from Romania and Bulgaria, bringing together 15 experts: five representatives from the Dolj County Police Inspectorate, five experts from D. A. Tsenov Academy of Economics – Svishtov, and five representatives from the Dolj County School Inspectorate.
The event was dedicated to the final stage of developing the project’s main intellectual outputs – the Joint Training Programme and the Good Practices Guide, both aimed at promoting youth safety, social inclusion, and the sustainable development of cross-border cooperation between Romania and Bulgaria.
During the first day of the workshop, participants carried out a comprehensive review of the Joint Training Programme developed throughout the previous project activities. Discussions focused on the structure of the four training courses, the thematic scope of the individual modules, learning objectives, expected learning outcomes, and the pedagogical approaches applied. Particular attention was paid to the logical sequence of topics, the balance between theoretical and practical components, and the need for further refinement of specific elements of the programme content.
Throughout the working sessions, project partners analysed the alignment between learning objectives, competences, training methods, and assessment tools across all courses included in the programme. Opportunities for harmonising the structure of the training materials, strengthening the links between individual topics, and enhancing the practical applicability of the learning content were also discussed.
The second day of the workshop was dedicated to the review and consolidation of the draft Good Practices Guide. Participants examined the structure of the document, the proposed methodological guidelines, case studies, and practical examples, as well as their applicability across different institutional settings. Particular emphasis was placed on ensuring a clear connection between the good practices presented in the guide and the learning objectives, competences, and training activities incorporated into the Joint Training Programme.
Special attention was also devoted to the final verification of the consistency between the Joint Training Programme and the Good Practices Guide. Participants explored opportunities for adapting the developed materials to the national contexts of both Bulgaria and Romania, while also considering their applicability in schools, youth centres, non-governmental organisations, and other institutions working with young people.
During the discussions, participants confirmed the selected case studies, examples, and practical approaches, focusing on issues related to social inclusion, prevention of risky behaviour, intercultural communication, digital safety, and the active participation of young people in community life.
The final day of the workshop was dedicated to the completion of the project’s two main outputs. Project partners reviewed the feedback received, agreed on the final revisions, confirmed the structure of both documents, and validated the responsibilities and timelines related to their finalisation and dissemination.
As a result of the working sessions, consensus was reached regarding the final versions of the Joint Training Programme and the Good Practices Guide. The developed materials will be distributed to participants in the project training activities and will support future initiatives aimed at enhancing youth safety, fostering social inclusion, and promoting sustainable models of cross-border cooperation between Bulgaria and Romania.
The Fourth Workshop marked an important milestone in the implementation of Project ROBG00251, creating the necessary conditions for the sustainable use of the developed training resources and for further strengthening cooperation among the partner organisations engaged in youth-related activities.

A team from the D. A. Tsenov Academy of Economics participated in the Third Workshop under project ROBG00251 CBYSI in Craiova.
Between April 20 and 22, 2026, the third workshop under the project Cross-Border Youth Safety and Inclusion: Modernizing Training Facilities and Developing a Comprehensive Good Practices Guide (Contract No. 183382/18.08.2025; Project ID: ROBG00251; Acronym: CBYSI) was held in Craiova. The project is aimed at enhancing youth safety and social inclusion through the modernization of training facilities and the development of a comprehensive Good Practices Guide.
The event brought together five representatives from the D. A. Tsenov Academy of Economics, as well as five experts from the lead partner, the Dolj County Police Inspectorate, and five representatives from the associated partner, the Dolj County School Inspectorate.
The workshop was officially opened with a presentation of its main objectives and expected outcomes, followed by a review of the conclusions drawn from the first two workshops. These findings served as a foundation for subsequent discussions related to the development of the Good Practices Guide and the Joint Training Program.
During the first day, participants addressed the key challenges related to youth safety and behavior, while also conducting an in-depth analysis of the risks identified in previous workshops. Particular attention was given to defining the concept of “good practices” in the field of youth safety, as well as to establishing criteria for their identification, validation, and adaptation across various settings, including educational, community, and cross-border environments.
The second day focused on structuring the Good Practices Guide. Through intensive discussions, project partners defined its main thematic areas, chapters, and sections. A structured debate was held to validate the conceptual framework, alongside the development of practical components, including case studies, concrete examples, and applicable recommendations. Special emphasis was placed on ensuring coherence between the Guide and the curriculum of the Joint Training Program.
On the final day, participants reached a consensus regarding the structure and content of the two key project outputs – the Good Practices Guide and the Joint Training Program. Discussions also addressed the optimization of upcoming project activities, including the final editing and integration of the developed materials, as well as the preparation of the concluding workshop.
The third workshop in Craiova significantly contributed to the overall progress of the project by establishing a solid foundation for the finalization of its main intellectual outputs and their future implementation in support of youth safety and social inclusion in a cross-border environment.

The three-day workshop, held from 4 to 6 March 2026, brought together 15 experts from the project’s partner institutions: 5 experts from the Dolj County Police Inspectorate, 5 experts from the D. A. Tsenov Academy of Economics – Svishtov, and 5 experts from the Dolj County School Inspectorate.
The discussions focused on the conceptual foundations of the joint training program, covering key aspects of youth safety, personal development, and social responsibility.
During the workshop, participants worked intensively, turning theoretical analyses into practical tools. The main achievements included:
- Identifying key competencies;
- Developing pedagogical approaches based on active participation, non-formal education, and experiential learning;
- Structuring a comprehensive training program, including four courses tailored to target groups and educational levels;
- Integrating monitoring and evaluation mechanisms to ensure the quality and sustainability of the program.
The result is a practical and applicable program that can be implemented and adapted to the real needs of young people on both sides of the Danube.
The workshop highlighted the importance of collaboration between institutional, educational, and academic partners:
- Dolj County Police Inspectorate – providing practical and institutional perspectives on prevention and security;
- D. A. Tsenov Academy of Economics – Svishtov – providing academic and methodological expertise;
- Dolj County School Inspectorate – ensuring alignment with the education system and adapting the program to students’ real needs.

This partnership is extremely valuable for the D. A. Tsenov Academy of Economics – Svishtov. The project brings together institutions from Romania and Bulgaria around the common goal of creating safer and more sustainable conditions for the development of young people in the cross-border region. Within the framework of the project, joint trainings, educational initiatives, and awareness-raising campaigns are implemented, aimed at preventing risky behavior and fostering a culture of responsibility and civic engagement among young people.
For the D. A. Tsenov Academy of Economics – Svishtov, participation in this project means active involvement of faculty and students in an international expert environment, participation in trainings and joint events, as well as the opportunity to apply academic knowledge to solving real societal challenges.

From 12 to 14 January 2026, a team from D. A. Tsenov Academy of Economics – Svishtov took part in the First Workshop of the project Cross-Border Youth Safety and Inclusion: Modernizing Training Facilities and Developing a Comprehensive Good Practices Guide (Contract No. 183382/18 August 2025, Project Identification No. ROBG00251, Project Acronym: CBYSI), held in Craiova, Romania.
A total of 15 participants took part in the workshop, representing the three project partners: five experts from the Lead Partner, the Dolj County Police Inspectorate; five representatives from D. A. Tsenov Academy of Economics – Svishtov; and five representatives from the Associated Partner, the Dolj County School Inspectorate. During the three working days, the participants discussed current issues related to youth safety and behaviour. Particular attention was paid to the socio-economic and institutional factors influencing youth security in the cross-border Danube region. Within the framework of the workshop, structured discussions and expert debates were held, aimed at identifying the needs, challenges, and opportunities faced by young people, as well as at exchanging good practices among the partners. Each partner presented interim progress in the implementation of the project activities, which contributed to improved coordination and alignment of the project’s future stages.
A key outcome of the meeting was the discussion of the structure and conceptual framework of the forthcoming Good Practices Guide on Youth Safety and Behaviour, which will be jointly developed by the project partners. The guide will have a practical orientation and will serve as a training and prevention tool, applicable in both formal educational and non-formal settings.
The added value of the workshop participation lies in strengthening cross-border partnerships, enhancing the expert capacity of the participating institutions, and creating conditions for tangible benefits for local communities, particularly with regard to the prevention of risky behaviour among young people.


Within the framework of the project, a Second Workshop is forthcoming and will be organised by D. A. Tsenov Academy of Economics – Svishtov from 4 to 6 March 2026. The event will focus on the development of a joint training programme, training modules, and pedagogical approaches for working with young people.

On 20 November 2025, the D. A. Tsenov Academy of Economics – Svishtov, together with participants connected online via Zoom, hosted an Open Doors event under Project ROBG00251 Cross-Border Youth Safety and Inclusion: Modernizing Training Facilities and Developing a Comprehensive Good Practices Guide (CBYSI), funded by the Interreg VI-A Romania–Bulgaria Programme 2021–2027. The project is implemented with the Dolj County Police Inspectorate, Romania, as Lead Partner, the D. A. Tsenov Academy of Economics as Partner, and the Dolj County School Inspectorate as Associated Partner.
Assoc. Prof. Marin Marinov, PhD, Rector of the D. A. Tsenov Academy of Economics, welcomed the members of the Lead Partner, the Associated Partner, the team of the Academy, as well as the scientists, academic staff, students, and other stakeholders present in the hall. The Project Coordinator officially opened the event and emphasized that we live in a modern, digitally connected world, which enabled part of the participants to join online.
During the event, the main concept of the project was presented, emphasising the improvement of access to quality and inclusive education through the modernisation of training infrastructure, enhanced cross-border cooperation, and the development of joint training programmes. The discussion highlighted the importance of aligning educational outcomes with labour market needs, as well as the significance of youth safety, personal development, and social inclusion on both sides of the border.
The team of the Academy presented the progress achieved so far, including: preparation of documentation for the renovation of auditoriums 46, 51, and 52; initiation of procurement procedures for equipment; and the development of the project website and communication channels. Upcoming activities were also outlined, such as finalising the procurement procedures for renovation works, developing curricula and student selection methodology, and conducting a literature review for the Guide to Good Practices for Youth Safety and Conduct.
On behalf of the Lead Partner – Dolj County Police Inspectorate – the Romanian team presented key project implementation highlights. Expected results from the upcoming self-defence and safe driving trainings were outlined, as well as the importance of cross-border cooperation for strengthening youth safety and inclusion. Partners emphasised the added value of the joint approach and the long-term benefits for both communities.
Participants were introduced to the expected project results, including the training of a total of 240 young people in areas such as sustainable personal finance, green economy, corporate social responsibility, self-defence, and safe driving. The added value of the partnership and its long-lasting contribution to educational resilience and youth inclusion in the cross-border region were underlined.
The event concluded with a short discussion and Q&A session.

The D. A. The objective of the project is to modernize the educational infrastructure, equipping training centers with state-of-the-art tools and fostering cross-border collaboration to develop joint training programs. The expected change is an improvement in youth employability and safety, with educational programs more closely aligned with the real-world demands of employers and personal development needs. Investments will be made in the modernization of two educational infrastructures, one at the Dolj County Police Inspectorate, Romania, and the other at the D. A. Tsenov Academy of Economics - Svishtov.
