Work meeting of students from the Academy of Economics at the Ruse Regional Administration
On April 29, 2026, the Regional Governor of Ruse Orlin Penkov met with students from the Dimitar A. Tsenov Academy of Economics in Svishtov and the Angel Kanchev University of Ruse in Hall 1 of the Ruse Municipality. During the initiative, current topics related to regional development, opportunities for professional realization of young people and the role of education in economic growth were discussed. Penkov presented to the young people the key priorities in the work of the Regional Administration, related to improving the business environment, promoting investments and coordination between local and central authorities. Issues related to the management of public resources, administrative efficiency and the role of good governance for the sustainable development of the region were also discussed. The development of current socio-political processes in the country was also considered, with the students emphasizing their desire to live in a country where there is the rule of law and separation of powers.

"You are young people who are not only preparing for their professional realization, but also have the potential to be active participants in the development of our society. Civil activity is not just a right - it is a responsibility. It means being interested in the processes around you, expressing an opinion, seeking solutions and contributing to better community management. In the modern world, the role of informed, critical and engaged young people is more important than ever," Penkov was categorical. He also told the students that their knowledge in the field of economics, administration and management gives them a valuable toolkit, namely the ability to analyze, plan and make decisions. "However, do not forget that it is your civic engagement that will give meaning to this knowledge and turn it into a real contribution to society," noted the regional governor. "Participate in public discussions, seek transparency, offer ideas and do not be afraid to take responsibility. Institutions need your energy, your new perspective and your critical thinking," the regional governor also shared. He emphasized that they can be a truly valuable part of Bulgaria's leadership and expert capacity.
Special attention was paid to the functions of the regional governor, his powers and the ways of interaction, coordination and ensuring compliance of interests and policies between individual institutions. The structure of the Regional Administration was also presented in detail, as well as what exactly the employees of each directorate do. During the initiative, real cases were also presented, related to the protocol provision of international meetings, as well as the performance of a detailed analysis for attracting foreign investments in the region. The implementation of a number of strategic projects was also discussed in detail, such as the repair of the Danube Bridge and the progress of the construction of the highway between Ruse and Veliko Tarnovo.
The students showed interest in the practical aspects of public administration and economic policy, asking questions related to project management and regional planning. Some of the leading projects of the administration, implemented jointly with Romania, were also presented to them.
At the end of the meeting, the Regional Administration of Ruse, represented by Orlin Penkov, was honored by the head of the Department of International Economic Relations at the Academy of Economics, Assoc. Prof. Dragomir Iliev, PhD with an honorary sign of the Academy.
The initiative was implemented at the suggestion of the Alumni Club IER with the assistance of the PR of the regional administration Georgi Georgiev, a graduate of the Department of Economics and International Relations of the University of Ruse. A cooperation agreement has been signed between the two departments in 2015.
The meeting was attended by lecturers and students from the Svishtov Academy’s departments of International Economic Relations, Strategic Planning and Accounting.
The work meeting is part of the scientific calendar of the Department of International Economic Relations for 2026 and of the events dedicated to the 90th anniversary of the establishment of the Dimitar A.
