If applicant’s diploma for higher education (in case the non-EU applicant uses it as a proof for their eligibility to pursue their studies at higher education institutes in the country where the secondary education was obtained) is issued in a country-party to the Lisbon Recognition Convention, it does not need legalisation and certification with APOSTILLE stamp.
It needs a translation to Bulgarian. Translation to Bulgarian should be made abroad or in Bulgaria. 
- If translation is made abroad: Only documents translated by the Diplomatic and Consular representatives of Bulgaria abroad are accepted.
- If translation is made in Bulgaria: Only documents translated by specialised translation agencies are accepted. The signature of the translator should be notary certified in Bulgaria.
