New Collective Monograph: Public Administration in the Era of Transformations, Digital Innovation, and Sustainability
The environment in which we live is changing at an unprecedented pace - from digital transformation and artificial intelligence to global crises and climate challenges. In this dynamic world, public administration and strategic management face a fundamental question: How can we govern effectively, sustainably, and for the benefit of society?
An answer to these pressing questions is provided by the latest academic publication (written entirely in English) from the Department of Strategic Planning at the D. A. Tsenov Academy of Economics - Svishtov: the collective monograph "Public Administration in Transition: Strategic Governance, Digital Innovation, and Sustainable Policies" (Tsenov Academic Publishing House, 2026).
The monograph is the result of intensive collaboration between Bulgarian researchers from the department and international scholars.
The publication of the monograph was made possible thanks to the exceptional support and targeted donation from Prof. Dr. Raphael Röttinger (Germany) - an eminent scholar, business visionary, and dedicated philanthropist. We express our deep and sincere gratitude for his unwavering commitment, professional empathy, and series of noble gestures toward the D. A. Tsenov Academy of Economics. Through the Dimitar A. Tsenov Foundation - Svishtov, Prof. Röttinger has once again proven that he is not only a valuable international partner, but a sincere and true friend of the Department of Strategic Planning and our entire academic community, keeping the tradition of philanthropy alive through his personal example.
The monograph offers a visionary and methodologically sound reading of public administration through four interconnected thematic areas:
- Section I: Strategic Governance, Security, and Crisis Management - focuses on maintaining public trust in high-risk environments, protecting critical infrastructure, and countering hybrid threats through proactive crisis communication.
- Section II: Technological Innovation and Smart Governance - explores the integration of artificial intelligence, heuristic planning, policy digital twins, and smart city models.
- Section III: Socio-Economic Challenges, Urban Resilience, and Environmental Policies - offers practical solutions for sustainable urban development in Bulgaria, enhancing local community resilience, and modern waste management systems.
- Section IV: Public Value, Administrative Efficiency, and Inclusion - analyzes the co-creation of public value involving universities, addressing the digital divide, and quantitative methods for evaluating the net efficiency of EU fund absorption.
"Public Administration in Transition" serves as a practical guide and reference framework for researchers, public managers, policymakers, and students. By integrating conceptual models and empirical findings, the monograph reinforces the leadership role of the D. A. Tsenov Academy of Economics as a generator of innovative solutions for the public sector.
